The administrative structure of a HQ consists of elected council members including a president and vice-president who are responsible for decision-making and representing the island community. 
The Council operates through a Secretariat headed by a Secretary-General to manage day-to-day operations. 
Key departments usually include Planning and Development, Finance and Procurement, Public Services and Maintenance, Social Affairs, and Registry and Legal Affairs. 
The council also employs technical and support staff to assist with service delivery and infrastructure maintenance. 
In addition, the council works with provincial councils, government agencies and local stakeholders to implement development activities and provide public services.
